| 内容記述 | 慈善事務所は、フランス革命期の1796 年、貧しい人びとを救済するために設けられた公的機関である。しかし実際は、革命の混乱で実動するまでには至らなかった。慈善事務所の存在が知られるようになるのは、ナポレオン帝政下においてである。その後、この事務所はいくども名称をかえながら、今日の自治体社会福祉活動センター(CCAS: Centre communal d'action sociale )に至る。総じていえば、19 世紀前半は産業資本主義の形成過程の最中にあって、社会救済への国家の関与は希薄であった。本論では、とりわけ国家責任が曖昧な当時において、慈善事務所がどのような役割を果たしたかについて論及する。 | |||||||||||

| 内容記述 | The Bureau of Assistance was officially established in 1796 during the French Revolution, in order to save the poor people. However, this institution did not actually work, due to confusion under the revolution. It became to be known at the regime of Napol?on I. Afterward this bureau has often changed its name, and is now called the Community Center of Social Action(CCAS).In general, during the first half of the 19th century when industrialized capitalism had been still developing, there was few governmental commitment to the social assistance. This paper focuses on social roles of the Bureau of Assistance in this period when the governmental responsibility was undefined. | |||||||||||
